Communications funding is needed

Though I am sure Cheshire East are outsourcing various functions for good reasons, mostly financial it does come at a cost if not well managed.
One example is your article in last week's Chronicle, p43 on the poor warning of the closure of Buxton Road for 10 hours, albeit on a Sunday.
Cheshire East will presumably provide the informing infrastructure for road closures while other companies are doing the work, in this case inspecting a bridge.
This means that there must be excellent communicating between the different bodies, something that is not always achieved.
I suggest that when such companies are formed, there is reserve financing for such measures so that when budgets are stretched, it can still be funded.
